If you happen to have a more powerful processor than what Windows uses by default, you can change the repeat rate of the keyboard by accessing it's hardware registry keys. These settings are stored in HKLM/SYSTEM/ControlSet001/Services/{IfWin32{}}/Keyboard/repeatTime.
